Question 1: If a player(s) tried to teleport into an area that had a Dimensional Lock spell on it, what happens? Does the teleportation just refuse to work? Does the player just "bounce" somewhere else?

Question 2: Is there something bigger than Dimensional Lock that might prevent teleportation into / out of a city, etc?

1. Not sure, but I think the teleport spell fails?

2. They're ate once ans a half ways. The spell forbiddance, and another spell I can't recall the name of that redirects any teleportation into it to another point at random within the area. Like a randomized version of Pathfinder's Teleportatron Trap spell.

1. It fails, and the caster doesn't even get to know why.

2. Divine intervention works fine. Lloth has an entire layer of the Abyss covered in anti-teleport seals.

From teleport's description: "Areas of strong physical or magical energy may make teleportation more hazardous or even impossible. "

Halaster's teleport cage is a permanent area spell that can be expanded with repeated castings. Teleporting into the cage from outside is impossible. Old and powerful cities might be completely covered in a massive teleport cage.

1.It simply fails to work. The fluff behind teleporting is you're taking a shortcut wormhole-style through the Astral (which is timeless). Things that stop teleporting cut off links to Astral (among other places).

2.Forbiddance.

A weirdstone is expensive, but should shield a city from both teleportation and divination fairly well.

If you have access to epic level spellcasting there are Mythals of the Forgotten Realms, such as the Wards of Silverymoon (http://www.realmshelps.net/faerun/silverymoon/wards.shtml) and other locations across the Forgotten Realms (http://www.realmshelps.net/magic/crossroads.shtml).
