Is there a race that have a wisdom increase bonus?

Aasimar comes to mind. +2 Wis and Cha. If you need a LA 0 one, just take a lesser aasimar (same as regular, but Humanoid instead of Outsider (Native)).

There are assorted Lesser Planetouched versions, and there are Anthropomorphic animals, and there are Buommann.

Dragon Magazine also has the Khepri (Dragon #352) and the Tortle (Dragon #315).

There's a list of +0 LA races hereabouts (http://www.minmaxboards.com/index.php?topic=1281.0). Pretty easy to find all the +wisdom races from there, and there's a good number of them.

Savage Species is 3.0, but a lot of groups still use it, since it has some really nifty things. It also has some unreasonable things, like the Antropomorphic Bat, which gives you +6 Wisdom with no LA or racial hitdice. It also has a laughable land speed of five feet, but that's ok because it can fly. Did I mention no LA or racial hitdice? -4 Strength, -2 Charisma, and it's Small.

There's a list of +0 LA races hereabouts (http://www.minmaxboards.com/index.php?topic=1281.0). Pretty easy to find all the +wisdom races from there, and there's a good number of them.

There's another list here (http://ihititwithmyaxe.tumblr.com/post/9678117696/every-playable-race-in-35-dd-without-a-level), though I don't know whether either has anything the other has missed.

Planar Handbook has buomman, who get +2 wisdom and -2 charisma. Of all the +0 LA races that give a wisdom bonus, they're probably the most likely to be allowed by your DM.

Their main downside is the racial vow of silence, which you can get around by becoming a Dragonborn. The resulting creature would have +2 wisdom, +2 constitution, -2 dexterity and -2 charisma.

Actually while we are talking about it, have you ever noticed that WotC has just the dumbest stat linkages? Like literally every single LA 0 +Charisma race (not counting planetouched) has a Con penalty, and then lots of things with +Wisdom (mostly thinking of Lesser Planetouched and anthro animals) has a Con bonus.

Just seems really dumb to link those stats in that way. But they seem to come out a lot more than say +Con +Cha or +Wis -Con or -Dex +Cha or whatever. Seems like Str and Int also have that connection, where you see lots of +str -int and +int -str races, but very few +cha -str or +str -wis races.

It's a not-really template that gets rid of most of your races' original abilities for either flight, breath weapons, or dragon senses. However, you keep stat modifiered (and add -2 Dex +2 Con on top of them), and still count as your old race for most effects.

They're from Races of the Dragon, so if you have that book, you can learn more about them yourself.
