I just thought of using torture in a hilarious and funny way in 3.5. It's called tickle torture. For example a torturer such as a male half-fiend elf rogue want to torture his victims by locking a male drow fighter feet into stocks and tickling his barefeet with feathers and the victim will cracked up by laughing revealing the information to the torturer. The torturer will make it DC: 10 + half of his/her class levets + Dexterity modifier. As opposed of the victim save: 10 + half of his/her class level + will save. So what do you think about this type of torture?

BOVD has rules for torture. It's basically an intimidate check

Torture rules already exist; whether you choose to use them or not, or make up your own, is up to you.

I agree with others. Torture should be broken down into a simple intimidate check. Same with romance, it should be a simple bluff or diplomacy check. If you want to get disgusting, you will disgust your fellow players. And disgusted players will likely leave.

"You want to torture him for information. Ok, make an intimidate check." "23" "Make a sense motive check." "12" "You get the following information..."

For all we know, OP has found a group of like-minded individuals to play D&D with in their magical realm. So, let's take a crack at this.

A quick look at Wikipedia (https://en.wikipedia.org/wiki/Tickle_torture) tells us that tickling has been used as punishment (because it leaves no marks and is quickly recovered from), but there seems to be no historical basis for its use in interrogation. That makes sense - the panic reflex it triggers can cause pain and difficulty breathing, but the ability to breathe is not entirely cut off and the reflex actions aren't reflective of any consciously recognized danger. A person subjected to it for sustained periods would most likely find it unpleasant while it's ongoing; however, in the absence of a tangible threat they'd regain their composure when given a moment to breathe, and such a reprieve is necessary for them to be able to communicate whatever information the torturers are trying to extract. All in all, it would probably be like very ineffective waterboarding, a technique first used by the Spanish Inquisition. Have you considered instead using the rack, or perhaps some cushions? As far as mechanical effects... not much, at least not on its own. Maybe the victim would get a -2 circumstance penalty on their check to resist an Intimidate attempt, but that's as much as I'd have it provide (if I decided it had any benefit at all).
