Lochte completed high school and Florida University with a bachelor's degree. Intelligence is hardly a dump statistics for him. He has more book knowledge than most Americans.

In these specific interviews, most likely charisma (good looking, but not articulate, witty, or engaging) or else possibly wisdom (not intuitive as to the nature of reactions, common sense, not paying attention to the questions, etc). Of course... he could also just be having a bad day, a phobia of cameras/stage fright, nervous, etc.).
