the task is simple, how would you alter the vampire template to make it more like DIO from JoJo's bizarre adventures? For bonus points include his stand.

So, a list of Dio's powers:

1. He can walk up walls by just kicking footholds in the granite.
2. He can hear heartbeats from three feet away on the cement.
3. He has massive regeneration/fast healing.
4. He can shoot blood from his eyes at such a rate as to pierce stone.
5. He can freeze anyone or anything that touches his body.
6. He can make mind control spores.
7. He can hypnotize people.
8. He can make hybrid human/beast creatures.
9. He can heal people with a touch.

The question is, which of these are vampire powers and which are just DIO's skills? In part 2, we see that the semi-experienced vampire has access to powers 1, 3, 4, and probably 7. In which case, it would probably be a simple matter of raising the strength bonus of the template to STR 22/24, giving a ranged attack with the eye-blood thing, and changing the Charm attack to a hypnosis effect. If you want the other powers to be common to all vampires, things are going to get very bizarre, very fast.

EDIT:

Oh, and if you want to add in a time stop effect, just give the Vampire a cooldown 6 time stop effect. It's that simple on the DM side.

I imagine that Dio, or DIO, is much stronger than the average vampire due to his personality. He loves experimenting with his powers and finding out new ways to abuse them. He's a power gamer who optimizes the hell out of everything... when he's already strong enough even before power-gaming.

In most characters' cases, the Stand's powers are probably stronger than the original, but in DIO's case, maybe it's not so much (maybe DIO and The World are not so different in terms of power). The difference is that while DIO has regeneration, The World has immunity to all non-Stand damage, which is quite important.

Interesting enough, there's not a single scene where DIO and The World make attacks at the same time. It's always just either. So I feel that maybe his Stand will work like the companion from the Beast Master ability - you move it and control it using your action.

Also, let's not forget that DIO's sunlight sensitivity is so strong that he will almost instantly die the moment he is exposed to sunlight.
