We recently got a vampire rather...misty eyed. He is now trying to escape and I was wondering if the gyser function of a decanter of endless water would count as running water. We have no daylight, and the decanter is the only water around.

Secondly, how fast does a vampire's misty escape move?

Vampires have to end their turn in running water to take damage from it, but the geyser from a Decanter of Endless Water should certainly count as running water. Might be hard to get a vampire in mist form to end its turn there, though.

During Misty Escape, vampires assume the same mist form from their Shapechanger trait - so they have a fly speed of 20 feet, can hover, can enter and end their turn in another creature's square, cannot pass through water and can pass through any opening air can pass through.
