Yes.

There is no benefit to having the Eldrich Knight weapon benefits when you have the superior Pact of the Blade benefits, however.

I have done Blade of the pact for a great sword and two javelins for my Eldritch Knight weapons before. This is a much more efficient use of class abilities.

Pact of the Blade allows you to summon whatever you want each summon, hence the action and not a bonus action.

Its not a terrible waste. You get other things, including some level 1 spells and other fighter features. I think Champion is a bit better choice for a 3 level fighter dip.

It does...unless you attune a real weapon as your pact blade at which point you summon that specific weapon. My EK/Bladelock had gotten a Great Sword of Sharpness and attuned that as his Pact Blade. His two EK weapons were both Javelins of Lightning he had made himself over the past year.
