I am thinking of a exterminator type personality, and he will be in a Carrion Crown game. Beyond that, no big ideas.

Origin: You come from a poor part of town and, to feed your family, your daddy-uncle hunted in the sewers for rats. Once you were old enough to work, he took you with him to learn the trade.
problems: The city employs ratters to hunt vermins in the sewers and they get payed by the kill, so they tended to break your traps, bully you, steal your food.
why you're an adventurer: You found something in the sewers that either made you curious enough to leave or scared enough to leave. Maybe you have some information that someone fears getting out or really wants to learn.

If you want something less inbred or poor, you could be the city employee. You'd probably be loyal instead of neutral, but it's essentially the same story.

On a more serious note- All big cities have vermin problems, even in our modern times and with modern technology. They need people who are willing to get into the sewers, the slums, the buildings where creatures that may be benign as individuals are pests in swarms. Spiders, rats, bees, pigeons, roaches, even bats might be an issue.

For a totally different spin- a local meadmaker who has his bees pollinate city parks and gardens. You get favored enemy vermin knowing your hives, and the other vermin that might attack them(wasps) and you know the city because you are a merchant.
