Ever since 3rd edition, halflings have gone away from the barefooted models of the hobbits they resemble. Though of course, your DM could say otherwise for their worlds.

For instance, in my DM's world, Lightfoots go barefoot all the time, helps with their sneakiness, and Stouts prefer footwear.

Seems like it would get itchy unless they shave.The 5e PHB says that some lightfoot halflings in Greyhawk are called "hairfeet". It is the only mention of hairy feet I have seen in the halfing race description. I think JumboWheat01's DM thought this through

Well, there was a halfling fashion in his world of shoes without tops so the hair could stick out... Was rather funny, actually.
