What about a permanent reduce person on a Kval?

Permanent tiny size can be useful for casters, I suppose.

Kvals don't sound like their type would be humanoid, though.

Tiny in the Race Builder (http://paizo.com/pathfinderRPG/prd/advancedRaceGuide/raceBuilder/racialQualities.html#size-quality) guidelines requires Aberration, Construct, Dragon, Fey, Outsider, or Plant type. It's possible the foiks who created this creature were using their own guidelines to do so, but lacking any explicit rule or statement from them and going off the physical description of the Kval I'd say they meant for it to be an Outsider type.

I've been trying to find a way to get to fine without homebrew...or at least dimunitive.

Even Mythic Reduce Person won't take you below Tiny.

Your best bet might be to possess/mind swap/otherwise take over something that is Diminutive or Fine.
