RAW legal climb speed

Ok so I have a player in a game of mine - 3rd level Kobold rogue. He wants a climb speed and I am looking for a way to make it happen RAW. He is standard WBL.

How to make this happen?

Scout has an ACF that gives a climb speed at level 3. It's not such a bad multiclass option for a rogue, and if all you want is the speed it's only until 6th level anyway.

There is an Illithid Graft that gives you Climbing Legs in Fiend Folio (page 212) for 4k gp.

This is better. A rogue could use the eldritch blast for easy sneak attacks.
