I have taken Practiced spellcaster feat (Comp. arcane p82)
Should I be able to take craft wand? (5th level caster req.)

1 level from Wizard (Conjurer) + 4 levels from Practiced Spellcaster with a Max = your HD (5 in this case) does in fact fulfill the prerequisite for the Craft Wand feat.
