If I were to make an NPC with with PC creation, should the NPC have full HD for the first HD, or just average HD like other NPCs? Feels very weak compared to PCs of their level if they don't get full HD.

Thanks for that, a quick answer. I'll just treat these NPCs like my own PCs then.

If it's for a warrior, then I'd probably set it around average for his hit die, rounded up. It doesn't make much sense for a real soldier to have less hit points than a kobold.

If it's a first level NPC whose hp isn't essential to his job (i.e. he's not a warrior), then I see no harm in rolling for it. It makes sense to have a wizard, priest, or thief be fragile.
