Would it be broken if I let it happen on a 5, 10 and 15?

Not terribly broken, but his usefulness will be considerably more erratic. I like letting the Sorcerer figure out for himself if he wants to surge via Tides of Chaos. Otherwise, a 5% chance is fine.

If you're going for chaos, why not 1s and 20s?
