Ok... so I'm probably derping a bit, but I wanted to make an item of x/day Animate Dread Warrior. Why do I want to do this to myself? Well, my character got hold of a LOT of Liquid Pain.

Now my question is...
For how many XP do I need to pay? Do I just need to pay the 250 XP base price or do I need to pay for... say 1000 XP because I want to Animate Dread Warriors of up to level 4?

The latter.

The only rules text I have to support this is the prescedent set by scrolls of permanency.

Custom magic item rules.

You actually have to spend 15000 xp.

Spell is 6th level, minimum CL to cast it is 11. You want up to 4HD, so the per-casting XP would be 1000 XP. This would probably be a Command Word item. So, the base would be:
[(Spell Level * caster level * 1800)/(5 / x charges per day)]+ (5gp * XP cost)
= 118800/(5/x)+5000
= 118800*(x/5)+5000
= 23,760*(charges per day)+5000 gold pieces

Divide that by 25 to get the XP cost, for:
950.4*(charges per day) + 200

So, a minimum of 1150 XP to create this thing, for a 1/day item.

(EDIT: Since this is a wondrous item, you would not need to pay any other XP cost on top of that: "If spells are involved in the prerequisites for making the item, the creator must have prepared the spells to be cast (or must know the spells, in the case of a sorcerer or bard) but need not provide any material components or focuses the spells require, nor are any XP costs inherent in a prerequisite spell incurred in the creation of the item.")
