Could a with Goliath with 16 carry a 190 lb half elf?

Yes, should be no problem at all. STR 16 x 15 = 240 pounds. He may also have some equipment, as might the half-elf, but overall, should be fine. Even if he wouldn't be able to by the rules, I would apply the rule-of-cool here. 16 is a high STR score, and a Goliath is a big (if not large) person. Should be able to lift a half-elf no problem.

Oh, and don't forget that goliaths have POwerful Build that allows them to count as large (thus doubling carrying capacity) for carrying capacity.

Carrying Capacity: 15 * Str 20 * 2 (Goliath) * 2 (Bear) = 1,200 lbs
Push / Drag / Lift: 30 * Str 20 * 2 (Goliath) * 2 (Bear) = 2,400 lbs

I covered this in the thread I linked to. We should stop posting in this one, it's redundant.

you forgot the primal champion 4str bump (at lvl 20) for another 240 bls CC and 480 push/drag/lift

This is not accounting for any manuals of strength the barbarian finds and reads(?, if he can read, that is. Maybe it' illustrated?)

There's a functional difference between merely lifting something and carrying it.

PHB 176:
Lift = twice carrying capacity. Can't move.
Carry = carrying capacity. Can move.

To get closer to answering your question...Goliath can carry up to 480, -190 for the elf leaves them 290. So as long as the elf and the goliath don't have equipment exceeding 290 lbs, you should be in the clear to carry them.

That being said, speed may be affected if the Encumberance variant is in play. (more than 80 pounds, i.e. the elf, would reduce speed by 10 feet; more than 160 would reduce your speed by 20 feet and give disadvantage on ability checks, attack rolls, and saving throws relying on strength, dexterity, or constitution).
