Can True Strike be cast as a Duskblade channel, so that it gets applied to the attack being made when it's cast (vs following round)?

No but you can use your free quicken on it.

Technically you don't get quicken spell - as a spontaneous caster it would be useless. You get a free cast as a swift action instead, and yes, in my experience this is its main use (max power attack, channel vampiric touch etc.).

Even if the channel did work on it (which it doesn't since TS is a self-only spell), it would grant the spell's effect to the target of the attack.

Channeling it doesn't work, but Sudden Quicken and similar effects do make it easier to use.
