As long as it's within 500 ft, yes.

I'm pretty sure you can even DD somewhere that you can't see as long as you know where you're going. You can even approximate the teleport in terms of direction and distance at the risk of a misfire with some consequences. So for sure Arcane Eye is sufficient for an error-free DD.
