I'm sure that I saw it at one point, possibly in one of the old online spell archives on the WOTC site, but I cannot for the life of me recall what the name of the spell or the resultant creatures were.
It was associated with desperate or evil druids, made the animal lose all but its bite attack and adopt a dog shape no matter what kind of animal it was, made it intelligent and evil, possibly turned it into a Magical Beast, and was otherwise a little weird. I also recall that it made them have a higher metabolism or just kill things for the heck of it, so that even if they drove off whatever originally lead to their creation, they could still end up ruining the area's ecology.
My searches are turning up nothing, partially because I can't think of anything but Vile Dogs after running into Vile Dog Transformation in Pathfinder while doing some research on that game's spell list, which is what reminded me of the 3rd edition spell's existence and broad details but not its name or specifics.
