So in inspiration of that one setting sun throw that allows you to toss an enemy through other enemies and damage them, as well as the idea a friend had of wanting to "beat a fool upside the head with another fool", is it possible to build a character that is able to throw team monster into each other and deal damage reliably? Or to have a character that chucks team monster around into solid objects for damage?

There is the dungeoncrasher fighter ACF that does decent damge if you bullrush people into heavy objects. Combine that with shocktrooper and knockback feat and enjoy bowling. A quick build would be:
Goliath (LA+1); 2 lvl doungeoncrasher fighter / pounce babarian / rest warblade or crusader with the feats and prereq mentioned above. Free feats go to the usual ubercharger stuff.

King of Pong (http://www.giantitp.com/forums/showthread.php?107248-3-5-quot-King-of-Pong-quot-Hulking-Hurler-Dungeon-Crasher-War-Mind-Mashup) can toss enemies around.

The later half of the Throw X line of feats was designed for this.

I just let players do this if they are fighting smaller mooks and beat them in a grapple roll.

Yeah, it's weird how splat books can actually limit options that way through new feats. It used to be something the DM just let you know, now you need a feat for it.

Well, complete warrior gives rules for using especially-heavy/large improvised weapons. You can throw any weapon (though most take a -4 penalty for not being designed for it). I'd rule that if you successfully grapple an opponent, and they are light enough*, you can use them as an improvised weapon via throwing.

*if their weight is a light load for you, you can throw them up to 2 increments of 10ft or use them as a melee weapon
if they are a medium load, you can throw them up to 10ft away (but no melee)
if they are a heavy load, you can throw them against an adjacent target
and double the ranges for each size category above medium you are

It might be reasonable to require a pin to throw an enemy, or a successful grapple check at -10. You don't quite need to hold them one-handed (grapple at -20), but you need to be almost free of your opponent, or you can't get that swing going.
