Pretty straightforward: can you take an Alternative Class Feature with an Alternate Class?

In my case, I'm looking at making a Psychic Rogue. I've been considering a ranged rogue path for this, and I was thinking that the Halfling racial substitution levels could be REALLY nice, specifically level 1 (2d6 ranged sneak 0d6 melee) and level 10 (Sniping Mastery to full attack and then hide as a free action at a -10 penalty).

Does that work, or does the Psychic Rogue not count as a Rogue for that purpose?

Unfortunately, no. Psychic rogue is an entirely different class than the PHB rogue, like dread necromancer is different from a necromancer specialist wizard. Unless your DM allows it as a houserule, it's not a substitution you can make.

I have seen a houserule online that allows to trade any alternate class feature as long as the price is the same

for example a barbarian could trade rage for the ranger archery feats
then trade the ranger archery feats for wildshape

but that can lead to some pretty ridiculous things so yeah, definitely a DM question

Yup. It's combining the Crafty Hunting (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#barbarian) Barbarian with the Wild Shape (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#ranger) Ranger. They also get Fast Movement as a Barbarian twice, so they could trade one of them away for Pounce via Spirit Lion Totem and exchange the other for Roofwalker.
