Can i cast a spell or cantrip as my regular action and then attack with bow or sword with my hasted action?

Note that you are taking the Attack Action though, which means that anything that triggers off of the Attack action like the Shield Master bash or a bonus action attack from PAM or two-weapon fighting would be possible.
