I feel like I've failed at finding this for a week now... it's about time to search for help.

How many Character Points do new characters get during character creation? And where can I find this rule?!

I... honestly have so many more questions... but just getting this out of the way would make me so much happier.

25; you can find this on page 114, under Everything You Need To Know To Build Your Avatar. It's pretty easy to overlook - most of the information there is just summarizing later sections, but your starting CP is only mentioned in the summary.

You're quite welcome! Feel free to ask more questions, the basic framework of Nobilis is simple(ish) but figuring out how any given thing works in play takes some doing. Examples helped me a lot, but the book only has room for a few...
