Is there any race with a con bonus? If it came with a charisma bonus as well that would be good to thanks.

Yes, there are quite a few, especially if you allow templates and LAd races.

The Spellscale and Hellbred (Spirit) who both have a CHA bonus also have a CON penalty.

Finding a CON bonus is a bit more simple (Dragonborn of Bahamut, Duskling, Dwarf, Gnome, Hellbred (Body), Neanderthal, Vril, Warforged, to name a few). But many of these also have a CHA penalty.

If you wanted a CHA bonus with no CON penalty, you could go Dragonborn of Bahamut with Spellscale or Hellbred (Spirit) as your former race - the CON penalty and bonus cancel out.

If you wanted CON bonus with no CHA penalty, you need to avoid most of the Dwarves, Whisper Gnome, Vril, and Warforged. But the others from the list above should still be options.

The ones I looked at here are all LA +0. So there may be better options if you can handle a bit of a Level Adjustment.

There is the Magic-Blooded/Spark template in Dragon Magazine too that is +0 LA and -2 Wis/+2 Cha.

I think if you play an Unseelie Fey Anthropomorphic Baleen Whale, you can loose levels until you have 1 HD and replace said HD with a Class Level, which would net you +6 Str, +6 Dex, +2 Con, +4 Wis, +2 Cha, but I'm not sure if this is 100% legal...

in pathfinder, there is the agothian blooded aasimar.

Dunno if they have the equivalent in 3.5.

Also, Dreamscarred Press is releasing a new Bloodforged book and the playtest is available here on Gitp, the Ethumion within has a rather sweet set of racial abilities in addition to +Con/Cha. It may be worth a look.

Karsite (ToM): Human with +2 Con, +2 Cha, and a few anti-magic abilities. +2 LA, so that means most people would never play one.

A gnome is +2 Constitution, -2 Strength.

Draconic Template in 3.5 provides +2 Con and +2 Cha (and other stuff, but who cares about that)
