Have you considered checking standard necromancy spells used in the creation of undead, such as Create Undead (http://www.d20srd.org/srd/spells/createUndead.htm)?

If you're asking about making a specific monster into a mummy without losing their features, you'll want the mummified creature template from LM. Otherwise, Fizban's got you.

The Sandstorm book has you covered for resurrecting things as salt mummies if that's your thing. Take a look at the picture in the Walker In The Waste PrC's description... and drool. It's a wonderful class.

Actually the Walker in the Waste lacks significant information on how you actually create said Salt Mummies, such as anything other than "you can." Some people think you can do it at-will for free and they automatically obey you because reasons. I have it pegged as an alternate use of Create Undead, far stronger than normal mummies but otherwise the same-which means the walkers can't actually control them because they lack any means of control.

Lacking any rules to the contrary, this seems perfectly reasonable. And it works out fine, since Clerics (the most likely class to go into WitW,) are natively better necromancers then Necro-specialist Wizards!
