tougher monster feat?

I remember seeing a feat, in one of the monster manuals I think, that allowed a creature to calculate its HP as if its constitution was 2 higher (basically, +1HP per level)

But I cannot find the *&^^%$ thing anywhere.

DOes anyone remember what it was called?

Improved toughness, apparently from complete warrior, libris mortis, and MM III, IV, and V? It does the exact thing you say, but doesn't do it through means of effective constitution bonuses for the purpose of HP.
