phieran vs ilmater..

Is Phieran pretty much greyhawk's version of Ilmater? There any info on Phieran outside a couple paragraph blurb in book of exalted deeds on this guy?

I'm not even sure Phieran is Greyhawk at all, much less Greyhawk's version of Ilmatar. As far as I can tell with a little research, the only source for Phieran is those two paragraphs in the Book of Exalted Deeds, so it doesn't seem like he has much history or lore in Greyhawk. Genericized Ilmatar might be more accurate like "Mage" is genericized Mordenkeinen in the SRD.
