so for my starting items I purchased a glaring eye -Draconic Graft cause its cool, as a cool effect and fits in to my back story.
My question is, I am taking the item familiar feat. can I turn my new eye in to my item familiar?

No. Grafts are not items. They're permanent modifications to a character. Every version of the grafting rules says as much.

As he said above. But this does sound cool so maybe ask your DM and try working something out.
