i'm a little confused about monster saving throws.

It looks like only the specified saving throws of monsters gain the proficiency bonus based on their challenge rating. And that is already worked into what is showing in the stat block

The text on p 8 of the MM reads like you would count the stat modifier twice

Yeah, and the text on MM 8 doesn't imply that at all. "A saving throw bonus is the sum of... ability modifier and proficiency bonus" - the implication being that any number listed under "saving throws" in the stat block is a 'saving throw bonus'. Stats that don't get a bonus just use the normal calculation of d20+ability modifier.

It works exactly the same as PC saving throws, except that most PCs have two stats with a bonus while monsters can have any number from zero to six.
