Pathfinder has the Raging Surge Wilder, which does exactly that.

The schism power should allow this. After all, you are raging; your schism'd mind is not. Take Practiced Manifester to reduce the schism's manifester level penalties.

Take a level in Ardent and get the Magic Mantle, which lets you treat powers as spells, then take a level in Rage Mage. It's very impractical, especially if you're not already an Ardent, but it works.

Use the Schism power before you rage. Then, while you're raging, you can have you're little split personality manifest for you while you're main brain is to focused on bringing your body to bear.

You could do a similar trick the Metaconcert, linking up with another psionic creature before you hulk out and then letting the mental link do the manifesting while you're on a rampage.

Similar theme here, Fission before raging, than one of your can Rage on while the other manifests.

Not sure of the name of the acf but there is a rage feature that doesn't have the stipulation on concentration, but boosts dex instead of strength.

I'm +1 to schism. Have your schism just manifest synchronicity then whatever power you intend. You skip the need for Practiced Manifester most the time!
