There is any article or supplement that deals with non magic hypnosis? I don't mean gaze attacks, psionic powers or monster special skills, just mundane hypnotic suggestion.

There's the Autohypnosis skill in the EPH.

Epic-tier Diplomacy.
You mean there is non-epic tier diplomacy?

This would probably be "Perform (Hypnosis)" if you're looking to imitate Franz Mesmer. Or "Profession (Quirky Therapist)" if you're looking for a realistic but useful approach.

A Ninja of the Crescent Moon (Sword and Fist) of at least 2nd-level can create nonmagical Hypnotic Patterns with hand gestures. It may be what you're looking for.

There's also the Charlatan from dragon magazine which can nonmagically duplicate several mind-affecting spells: mostly through suggestion. I suppose the underlying mechanics may be similar to hypnosis.

Pathfinder has it as an occult skill unlock.

dragon compendium's terrible mountebank class also kind of does this.

The rules for Epic Bluff state that you can implant a nonmagical suggestion (as the spell) that lasts for 10 minutes, with a +50 modifier on the opposed Sense Motive test.

That's a (Su), though.
