hello. can a PC whos gains 3 or more Natural attacks when he transforms, werewolf or certain skinwalkers actully, quality for multiattack? in human form they don't but in hybrid form they do.

Yes, though they can't use the feat while they don't qualify for it.

All monster feats require GM permission, they aren't default available to PCs. Outside of PFS I think GMs should allow most of them, though.
