I'm trying to find a good mini for one of the PCs in my campaign. I can't seem to find an appropriate one, though, and hope yall can supply a lead.

What company makes good dragonborn or lizardfolk minis?

Specifically, the character is a dragonborn warlock (D&D5e), who commonly wears leather armor and is never without his cloak. I'm up for kitbashing the weaponry, though a staff would save me a ton of work.

Reasonably acceptable would be a GW-style box of mix-and-match parts to build my own for around $20.

Try Hero Forge (https://www.heroforge.com/). They have a good dragonborn race and you can add any weapon you need. I love that site to death, and they are priced rather well.

No kidding. This is kinda the coolest thing I've ever seen. And that includes Darth Vader on a Unicycle playing Flaming Bagpipes.

I need tail-less, unfortunately. I certainly tried the Lizardmen, but they all would take too much kitbashing.

Frankly, for the price I'd rather have spare bits after parting something together, but the flexibility is certainly rad.

I've heard mixed reviews on detail and quality. Can either of you speak to those? I suspect the quality is a function of the cheaper materials; detail level without seeing one is impossible to judge from an internet rendering done by the manufacturer.

Also, was that something in real life or online? If online, can you link us to that?!

Haven't actually bought one yet, but excited to. And yes I can (https://www.youtube.com/watch?v=cnVjkE87FDY).

As for the quality of hero forge, the clear ultra detail ones are very nice, if a bit TOO clear. Gota paint em.
