PrC stacking (Hell Knight Commander, and Hell Knight Enforcer)

Evening all. Back again seeking insight.
Hell Knight Commander, and Hell Knight Enforcer. Do there ability stack regarding the modification to armor?
I want to say yes as the enforcer modifies the spell failure chance, where the commander improves dex bonus and reduces armor penalty. I seek your all's input on this.

One applies where wearing hellknight armor, the other applies when wearing armor. Neither is a bonus of any sort to the same thing. So yeah, they stack.

It would be weird to have a character with levels in both the caster and non-caster branches of the hellknights, though.

Well the character in question is a gestult paladin/Inquisitor of Iomedae. So qualifineg for both is withing easy reasson. Plus the character is LN and packing a revolver. Just trying to decide on what order of the hell knights to go. Concept is Karl urbans Dredd.
