Unless otherwise noted xN means on a 20 you have a chance to deal N times damage.

Natively seen ranges are:
20X2
20x3
20x4
19-20x2
19-20x3
18-20x2

There might be more but I saw these ranges on weapons.

Hope this helps.

Basically, unless specifally noted otherwise in the weapon's entry (example: the Rapier has a critical threat range of 18-20 and modifier of x2), you can assume an attack has a threat range of 20, i.e. only potentially scores a critical hit on a natural 20 roll. Which critical modifier that weapon has (x2,x3,x4) does not affect the critical threat range, or the other way around. Unless stated that the range is greater than 20, it will be 20.

However, you can increase the threat range of a x3/x4 weapon through the Improved Critical feat, using a weapon with the Keen magical enhancement, certain class features and some other means. For example, take the Scythe, a weapon with a 20 threat range and x4 modifier. Applying the Improved Critical feat to it would give you a threat range of 19-20, while the x4 crit modifier stays the same.

Also maybe of use of you is that weapons aren't the only attack that can get crits. Spells and SLA's can too if they require a roll to hit, like a (ranged) touch attack spell. In their case, the critical threat range/modifier is always the standard 20x/2, unless expanded through feats or other external means. So a Shocking Grasp (touch attack) or Burning Ray (ranged touch attack) can potentially get a critical hit on a natural 20 for double damage (assuming they do damage). Fireball or Magic Missile can't crit, because they don't require an attack roll.

xX aren't critical ranges, they're critical multipliers. That means 'when this crits, it does X times as much damage'. If a weapon doesn't give a range in it's own write-up, that means it only crits on a 20. If it doesn't give a multiplier, the multiplier is two.
