When a player shapechanges into a beholder, does the save of the eye rays change based on his level? Is there any way to increase the save difficulty other than boosting his mental stats?

no, it follows the normal DC for supernatural abilities: 10+1/2 his HD, + his cha mod. you can always give him more effective HD through effects such as bardic music if you don't want to boost his cha.

Based on the wording of the question, yes. It follows the normal DC for supernatural abilities, which changes with level. 10+1/2 HD + Cha formula is correct.

what are you talking about?

do you mean if he turned into a beholder via shapechange at level 17+ would he be a huge beholder? no. you turn into an average member of the species and can't turn into advanced ones.

what limitation are you trying to get around and what are your ultimate goals? do you want to be a larger than normal beholder?

Being a bigger beholder would be pointless, but there are shapes where it would be good. :smalltongue:

Also, a related hypothetical question - two mages shapechange into beholders, turn their antimagic eye on, and look at each other - what happens?

Since the antimagic eye itself is Su, the first beholder to look at the other would negate his/her abilities, including their antimagic cone.

Edit: I didn't read the whole question. What would happen is the first one to look at the other would revert them back to their normal form.

Edit 2: Now, if they happened to be out of range, looking at each other and then slowly walk into range, that would cause one of those glitches where they start spazzing out, going from beholder to not beholder, because they both keep being turned back into a mage, the antimagic field dropping, and then they revert to being beholders, rinse and repeat. The first one to not keep the antimagic field overlapped would be the one left as just a mage in an AMF cone
