the double whip is 2 whip lashes connected to a 6-inch bar
you use each lash indivigually (sorry, no weapon finnese, it's pretty hard to use each lash with finesse anyway)
otherwise it's like a standard whip
what do you think, is it balanced?

Since you can't use Weapon Finesse with it, but on the other hand get a -2 penalty for dual wielding it instead of the standard -4 for dual wielding with a non-light weapon in the off-hand, I'd say a Double Whip is balanced.

honestly , it is even silly :D

to use a whip you need wide motions (for momentum) + wrist swift moves (for the lashing thingy); the way you design your weapon , you wont get that and mostly use only one of the two whips and the other one has lot of chances to be stuck in your legs and auto-trip you lol

It's fine balance wise, although the other double weapons are based on simple or martial weapons, not exotic weapons. Would it actually work in real life? No.
