Touch attacks and holding the charge

Hi!

I have a quick question.

Produce flame and holding the charge, can someone, le'ts say a transformed druid, hold the charge and add this damage to a normal natural attack?

And if so, can he if he shares it with his beast?

And for something I already decided but better to ask a second opinion, this wouldn't work with a bite attack anyways since it says the flame is on the palm right?

3) it'd be your paws or what have you. it's just fluff anyway. if there's no line in there saying creatures without hands can't use it, then they can if you wanted to turn into a snake or something.
