An immediate problem I see is the pretty significant CR gaps. Dragons are powerful, but you're giving up both Wild Shapes to become a dragon until 14th level. I like the 10th level ability. Hmmmm...so until 6th level you're capped at a CR 2, and after 6th its =/< your level...I think that should be fine...maybe something where they lose the ability to turn into beasts, so that they trade versatility for power?

Hmmmmmm...honestly I think this would be better as a Charisma-based casting class with no armor proficiencies and d6 Hit Dice.

I like this as a concept. But I have to say, I agree with Requiem: I think that this would do better as its own class.

Gonna throw my hat into this ring, actually. The Druid is already really good without getting access to draconic forms. Make this its own class.
