Yes, I know evocation's the worst school.

If one wanted to specialize in it and ban 3 of the good schools (say conj, trans, and abj) what would be possible build options for a character like this?

while blasting is the way the books assume everyone plays wizard, there's not that much support for it as far as new options and such go. focused specialist to kill time seems like a no-brainer, but I'm not sure whether it's worth riding out til the end since it just gives more damage and not actually any new functionality.

any tips for a character like this besides standard arcane thesis metamagic or uttercold assault necromancer?

Playing a battlefield control/debuffer wizard is still totally possible with evocation - check out Treantmonk's guide to evocation (http://brilliantgameologists.com/boards/index.php?topic=394.msg8049#msg8049) for some of the good spells. Keep in mind that battlefield control is done differently with evocation, it tends to be a lot of bull rushing as well as some hard lockdown in the form of resilient sphere, but it's still there and still good. It just means you need to set up situations a bit more carefully so that you can bull rush enemies into danger, like through a wall of fire, for example.

You can still blast, though if you do, watch out for spell resistance. A couple of caster level boosts and maybe the feat that lets you take 10 on caster level checks wouldn't be a bad idea.

I just swooned over Darrin's mention of Dragonmarks, Born of the Three Thunders, and Midnight MM + Meldshaping all in a single build.

Mark of the Dauntless is a phenomenal defensive option. I might also recommend the Jungle Veteran feat if you have action points and are constantly caught in surprise attacks.

Check my sig for alchemical items which may shore up some weaknesses caused by lack of spell variety.
