I am trying to put together a primer on weather effects for my DM to use in our current campaign (because for some reason i hate myself), and it may even turn into a full blown 3.5 handbook if all goes well. The thing is, i don't know where to look for weather effects. So if anybody knows of some hidden somewhere that i've missed (there is likely alot), that'd be super helpful.
What i've got so far:
PHB
DMG
Stormwrack
Frostburn
Sandstorm

Pages 154-159 of the Rules Compendium have a collection of weather rules that you may want to compare to the ones you've already noted. It's likely that this set of rules combines many of the others.

There's a pretty large section on weather in Silver Marches.

How to DM that did weather like this:

If you worship a nature deity or or or were a druid you could pray in any type of weather and regain your spells.

If not thank you you had to either make a roll or get out of the weather cave or some other spot and no rough Seas

The "It's X Outside" books have sections on weather.

from all i can see, the "its X outside" books are actually stormwrack sandstorm and frostburn (along with cityscape and dungeonscape which i dont believe have anything super useful) which are already on my list

The book of vile darkness has some rules for evil weather.
