If somebody is knocked prone, one way or another, and is hit by booming blade, does their standing up proc booming blade's extra damage? And for argumentative purposes why or why not?

No, only movement counts, standing from prone uses up part of your movement for the turn, but doesn't count as movement in itself. Source: latest rules and errata article (http://dnd.wizards.com/articles/sage-advice/rules-answers-and-errata-october-2016)

Standing up costs movement, but is not MOVING, which is what triggers booming blade.

Jeremy Crawford's ruling agrees (http://www.sageadvice.eu/2015/11/09/booming-blade-stand-up/). Take that as you will depending on your opinion of Crawford.

Standing up costs movement but moves you nowhere. To move while prone, you crawl or use magic (PH, 191)

Well that's a shame I was thinking if a booming blade, trip maneuver combo on a multiclasses rogue or cleric.

Cleric is harder without getting mobile but the rogue can just use their bonus action to disengage and then the enemy will likely have to chase you (unless you have an ally next to it or is a ranged attacker).

Those were my choices for the extra damage on weapon attacks (not attack action) in sneak and whatver it's called that clerics have. Skirmisher would be an easy choice if I just wanted to hit and run. I just thought it'd be funny to knock them down and tell em to stay down
