I'm fairly certain it's just HD. Even if an Undead became Undead via template and still has racial HD from whatever it belonged to before it became Undead, those HD count the same way class levels and normal Undead HD do.

Class levels in and of themselves don't count. Only Hit Dice count. Fortunately, most class levels grant a Hit Die as part of the class features, which does count...

Basically if it adds hd it counts so most class levels, save for things like savage progressions, count.

As an example, if you have a lizardfolk druid lich (this may be unrealistic or not, depending on your campaign) who has 2 RHD of humanoid, 11 class levels of druid, than that undead turns as (2 RHD + 11 class levels druid + 4 turn resistance for lich) a 17 HD undead for the purposes of turning.
