Hello all. I have had an idea for a while now, and I was wondering if perhaps people on here could help me to accomplish it. I would like to take two villains, who, in their original medium, are comically inept, and turn them into actual, competent PC characters. Two villains who are easily recognizable, and who have a deep fear of their fearless leader, as well as a deep hatred of a certain moose and flying squirrel.

My original idea for these two was a halfling and either human or half-elf rogues, both NE aligned, but I have no idea if that is, in fact, the best way to go, or even what skills or feats to give them. Any ideas or suggestions?
