How would you guys make an ECL 3 "mechanical wind" My idea is a half-air elemental incarnate warforged.

Effigies don't have level adjustment and are therefore unplayable right? I'm doing this for one of my characters. He said he wanted to be the Wind. I asked him to clarify and he said that if it was too broad, a descriptive adjective would be mechanical.

Now I want a spell that has the effect of both gust of wind and stinking cloud, except the gust won't disperse this cloud.

Oops, I misread the OP as CR 3, not ECL 3.

The only somewhat official ECL listing for Animated Objects puts them at min ECL 5 for a Small one. Technically Human Heritage(Air Gensai) would get you the type change you need to be part elemental. There is also the Bloodline levels for flavor if not really for power. I would suggest being a Warforged Scout instead, fits a bit better that a part air elemental be more agile. You could also get a botched Wish transformation ritual into an Air Elemental, getting only some of the abilities like maybe just 10ft perfect fly, +2 Dex, Whirlwind, and the Air subtype but keep everything else. Welknair has a much more mechanically flavorful Air Sibling Bloodline if Homebrew is ok, there is also the Elemental Adept (http://www.giantitp.com/forums/showthread.php?311076-The-Elemental-Adept-(D-amp-D-3-5-Base-Class)) and just focus on wind stuff before PrCing out. Official content, Dragonfire Adept for an Extraplanar Air, or just straight Air dragon could also work to simulate the same effect. A custom Sculpt Self Prestige Race(because the given air one is crap) could be useful for snagging some wind abilities and modifying your "race" to be partially elemental.

ECL 3 is a bit restrictive there (at least - unless something available to cut ECL down, such as energy drain, or Petitioner (http://www.d20srd.org/srd/divine/divineMinions.htm#creatingaPetitioner) template): it's too early to take any thematic PrCs, you don't have enough WBL to buy Elemental Grafts from Eberron, and even not enough XP to pay for foci of Prestige Races

However, there are some possible variants:

Air Methling
D'hin'ni (Dragon #351)
Air Elemental (http://www.d20srd.org/srd/variant/races/bloodlines.htm#elementalAir) and Djinni (http://www.d20srd.org/srd/variant/races/bloodlines.htm#genieDjinni) bloodlines
Air Bloodline (Dragon Compendium)

"Mechanic"
Warforged
Mechanatrix (Fiend Folio)
Exiled Modron (Dragon #354)
Brass or Iron Half-Golem template - alternate rules allow to get it without becoming Evil construct
Half-Machine template (Dungeon #91)

Combine those as you like
P.S. If you take Planetouched, use Lesser Planetouched

EDIT: at second glance, it looks like Sculpt Self allow gradual payment - so, if you OK to burn up to 42857 XP (minimum - "Stirred Creature"+"Gadget Creature" - will cost 9660 XP) while staying at ECL 3, you actually may get access to both Wind and Gear foci of Prestige Races (Dragon #304)

Use money to buy a casting of Bestow Curse (or Greater) with the effect of a permanent Gaseous Form spell.

Guess what happens when the spell ends.

Have you asked him what he MEANS by "be the wind" with an adjective of "mechanical?" Because that seems awfully open to interpretation.

I mean, my first thought when it was put in those terms was very different from my first thought of just "mechanical wind." The latter was some sort of gears-flying-through-the-air thing, while the former was "a super-fast, agile character, possibly a robot."

It is one of the Dragon Mags, but it is 3.25ish and technically updated by the MMI 3.5 except for the Awakened animals, which weren't updated.

Ragewind (MM2) is what came to my mind, but I have no idea how you'd scale down a 31 HD undead creature into something playable as a PC.

I like the Warforged + fan idea, as it makes me think of Air Man from Megaman:
