Is there any way to change a spell's range to touch in 3.5?

From what range?

"Personal" range spells can't easily change their range to touch. But most longer range spells can be cast on someone your're touching.

As said, what you're looking at will change the answer. If you want to change personal buffs to touch, then Spellguard of Silverymoon will do this.

Making a ranged touch spell (a ray) into a touch spell...

That sounds equivalent to hitting someone with an arrow by holding the arrow and stabbing them with it. It might be possible, but what you are doing is totally changing the kind of attack it's designed to be.

I can't think of an obvious way to do that. (But my D&D-fu is perhaps limited here.)

However, considering that Duskblades get spells like disintegrate, I can see a good reason for a DM to resist your trying to arcane channel disintegrate spells at everyone within range of your reach weapon.

Enlightened Fist (Complete Arcane) can do this with Hold Ray (Ex).
