Note: this is an MTG/D&D crossover, you have been warned

First off, the history of this concept: After the events of Dragon's Maze, Ravnica enters a golden age, accelerating technologically to become on-par/better than the real world. This is because the people already have a steampunk guild (the Izzet), and because of the newfound peace, as well as a leader who funds research projects & stuff. However, Jace dies (or disappeared forever) and in the chaos that follows, 1 guild takes over and destroys the others. This could happen primarily in 1 of 2 ways: either the Azorius Senate claims to be his heirs and establishes supreme dominance, or they attempt to cover it up, fail, and the citizens revolt (egged on by the Orzhov or Dimir), bringing one of the 2 into power.
Next, the bare bones of the actual campaign: The party are part of a gang attempting to rule the undercity (think Lower Taris), then once in charge, defeat the ruling guild.
Notes: It would make sense to at least discourage dragonborn because of the rarity of dragons in Ravnica, It would be best not to have the dimir in charge because A) that's not their modus operandi and B) it would make ghost in the machine warlocks be less cool.
