In Dragon Compendium, there's a feat called Combat Charm, which removes the combat penalty for casting Charm X.
But...there's a spell called Suggestion that has the same duration, is less vague in what it does (it compels a creature to do something reasonable), and has no inherent combat penalty.
So, if you're using charm in a combat situation, why not just use suggestion? I mean, if I was a DM, and someone picked that feat, I would alter what is "reasonable" to not factor in combat.
