1 - is there a feat that reduces the penalty fo fighting with an ovrsized weapon?

2 - do you use touch AC when using touch spells?

Ad 1)
Monkey Grip does not reduce the penalties but allows you to wield a larger weapon without increased effort, e.g. a medium creature can wield a large longsword in 1 hand.

Oversized Two Weapon Fighting reduces the penalties for fighting with a non light weapon in your off-hand.
