If a character has the Blade Skill Focused Offense and the Weapon Finesse Feat do they add both their Dex and Wis mods to attack rolls?

Both of these abilities appear to replace Str for attack rolls, so I believe the rule is that you can use either, but not both.

No. Both abilities use another stat INSTEAD of str. You can only use one of them at the time.

Between the two, if your stats were equal or your character had not yet been built, I'd say Focused Offense is the stronger of the two.
However, two levels into Soulknife is also a larger investment than a feat.

Focused Offense is attack rolls and damage rolls, while psionically focused.

Weapon Finesse is attack rolls only, and further restricted to light melee weapons.

Yes, you need WF and then this bladeskill applies its effects to your other forms.
